Joe Neguse Biography
Joe Neguse is an American politician serving as the U.S. Representative for Colorado’s 2nd congressional district since 2019. A member of the Democratic Party, he previously was a Regent of the University of Colorado from 2008 to 2015. Neguse is the 1st Eritrean-American elected to the U.S Congress and Colorado’s first congressman of African descent. He is considered to be a potential candidate for the 2020 United States Senate election in Colorado.

Neguse, while a student, founded New Era Colorado, an organization to involve youth in politics. He worked as an assistant to Andrew Romanoff at the Colorado State Capitol. He was elected to the Regents of the University of Colorado, representing Colorado’s second congressional district in 2008, following nomination by the Democratic Party.
In the 2014 elections, Neguse ran for Colorado State Secretary. He lost 47.5% to Wayne W. Williams, 44.9%. In June 2015, Governor John Hickenlooper appointed Neguse as Executive Director of the Regulatory Agencies Department of Colorado (DORA).
In 2017, Neguse resigned from DORA to run for the U.S. House of Representatives in Colorado’s Second Congressional District in the 2018 election, seeking to succeed Jared Polis, who successfully ran for Governor of Colorado. He also joined the administrative law firm, Snell & Wilmer.

Neguse announced on June 13, 2017, that after the incumbent U.S. he would run for the Democratic nomination. Representative Jared Polis announced that he would not run for re-election and would run for Colorado Governor On June 26, 2018, Neguse faced former Boulder County Democratic Party chairman Mark Williams and businessman. He defeated Williams, receiving 65.7% of the votes and winning all ten counties covering the district.
He continued to face Peter Yu, a Republican businessman. Neguse defeated Yu on Nov 6, 2018, receiving 60.2 percent of the vote and winning the district’s all but 2 counties. Neguse was the 1st American – African to represent Colorado in the House of Representatives of the United States after the election.

Before his election, he served in the Governor of Colorado’s Cabinet as the Executive Director of Colorado’s constomer protection agency. As one of the youngest people to serve as a state-Cabinet secretary at age 31, he achieved key victories, including the recovery of millions of dollars for consumers, investigations culminating in significant financial-fraud cases, the championing of legislation to combat financial fraud against seniors, and the launch of the state’s 1st online filing system for civil rights discrimination complaints.
Previously Rep. Neguse was elected to represent Colorado’s Second District on the University of Colorado Board of Regents, where he served a 6-year term fighting to make higher education more affordable and accessible and building consensus on tough issues, including efforts to lower student health insurance costs, increase wages for the University’s lowest-paid workers and make voter registration more accessible to students.
He also worked in the Colorado House of Representatives, for then-Speaker Andrew Romanoff, and co-founded New Era Colorado, the state’s largest youth voter registration and mobilization non-profit. He received his B.S. in Political Science and Economics from the University of Colorado-Boulder, where he graduated summa cum laude, and received his J.D. from the University of Colorado School of Law.
